An administrative rules hearing was held by the Board on November 30, 2007 to consider proposed changes to OAR 852-001, 852-050 and 852-080. These changes were adopted and will become effective on December 7, 2007 (OAR 852-001 and 852-050) and January 1, 2008 (OAR 852-080). The results of these administrative rules changes should be noted by all Oregon licensees as they may affect your license renewal and scope of practice.

An administrative rules hearing was held by the Board on March 17, 2006 to consider proposed changes to OAR 852- 020, 852-050 and 852-080. These changes were adopted and will become effective April 1, 2006. The results of these administrative rules changes are significant and should be noted by all Oregon licensees as they may affect your license renewal and scope of practice.

On April 1, 2006, all optometrists who have been certified to use, administer, and prescribe from the nontopical formulary and have received the “AT” designation following their license number will be issued new licenses with the designation “ATI” following the license number. This new designation indicates: “Topical and Nontopical Therapeutic Pharmaceutical Agents with injections”. This will occur automatically - - - you do not need to do anything.

After April 1st, applicants for nontopical TPA certification may choose to be certified with either an “AT” designation, which permits the use, administration, and prescription from the nontopical formulary without injections, or the “ATI” designation which includes the injections endorsement.

Beginning April 1, 2006, the course requirements for the “AT” certification include completion of an approved didactic course of at least 23 hours or a passing score on the 2002 or later TMOD section of the NBEO examination, and a CPR certification based on the American Heart Association’s BLS Healthcare Provider course, or its equivalent as determined by the Board.

In order to be “ATI” certified, the applicant must additionally show proof of completion of an approved injection lab which is at least 7 hours in length, or equivalent coursework, as determined by the Board.

Effective with year 2009 license renewal, beginning January 1, 2009, all active status licensees practicing optometry in Oregon shall have obtained certification to use “topical and nontopical therapeutic pharmaceutical agents” as a condition of license renewal (AT license).

The Board recommends that physicians complete their training while courses are available, and apply for the certification of their choice prior to the 2009 deadline. The 23-hour AOT Didactic Course and the 7-hour AOT Injection Lab can be used to meet your annual 18-hour COE requirement.
